To the Honourable the Colonial Secretary.

Sir,

I have the honour to submit herewith a letter from the Acting Postmaster at Shanghai applying for the appointment of an additional Shroff, and also suggesting certain changes among the Chinese employees at his Office, both as regards promotion and the re-adjustment of their respective wages, for approval.

I would beg leave most respectfully to recommend that approval be granted for the promotion of the No.1 Office Boy to the new position of Shroff of the Registration Branch at a salary of $15 per month. I would also recommend that the suggested increase of pay to the Money Order Shroff be approved.

Regarding the Acting Postmaster's proposal to make an allowance to those Postmen who qualify themselves in learning English, I consider it a good one, and I therefore recommend that it be approved.
